James C. Dwyer

James C. Dwyer was born on 3 July 1953 in Oak Park, Illinois. An ROTC Distinguished Military Graduate from Xavier University, Ohio, in 1975, he was commissioned a Quartermaster Second Lieutenant and detailed to the Artillery. He served from 1976 to 1977 in the 6th Battalion, 10th Artillery in Bamberg, Germany, in several positions including Ammunition Officer. He then assumed duties as Technical Supply Officer in the 504th Maintenance Company in Bamberg, and from 1978 to 1980, commanded the 614th Maintenance Company in Nurnberg, Germany.

In 1981, Dwyer branch transferred to Ordnance, graduated from the Ordnance Officers Advanced Course at Aberdeen Proving Ground, Maryland, and served from 1981 to 1985 as Program Support Officer, Defense Contract Administration Service Program Office, in Needham, Massachusetts. He oversaw all contracts held by the three services with General Telephone & Electronics (GTE) Products.

Dwyer next served as Project Officer in the Program Manager Office, Armored Gun System, Warren, Michigan, from 1985 to 1986. He developed the logistics support plan for the system. He then served as Project Officer in the Program Manager Office, Bradley Fighting Vehicle, also at Warren, from 1986 to 1988, at a critical period in the development of system upgrades for the M2A1 Bradley. From 1989 to 1991, he served as Support Operations Officer and then Executive Officer for the 123d Main Support Battalion, 1st Armored Division in Furth, Germany. He deployed with the division for Operation DESERT STORM, assigned as executive officer of the division's advance party.

From 1991 to 1993, Dwyer was selected to create the Acquisition Colonels desk at US Army Personnel Command, Alexandria, Virginia, where he handled the assignments of more than 300 Acquisition Corps colonels. He then traveled to Fort Hood, Texas, to take command of the 115th Forward Support Battalion from 1993 to 1995. His battalion supported a Brigade Combat Team in the 1st Cavalry Division, increasing the brigade's equipment readiness rate and setting readiness records during two rotations to the National Training Center. He then assumed duties as the 1st Cavalry Division G-4 (Logistics). He revised deployment plans, repair parts policies, and transportation procedures, enhancing readiness while saving $5 million.

Dwyer next served, from 1997 to 1998, as a Strategic Planner at the U.S. Army War College, Carlisle, Pennsylvania. He established long-range plans for the college's departments, coordinated budget requirements, and published the school's strategic plan. In 1998, he took command of the Red River Army Depot in Texas. With 1,500 personnel and a $300 million budget, the depot rebuilt combat and tactical weapon systems, Patriot missiles, road wheels, and track. He reduced expenses, revitalized employee morale, improved quality assurance, and for the first time in four years operated the depot with a positive Net Operating Revenue.

In his final assignment, from 2000 to 2001, he served as Executive Officer to the Commanding General, US Army Materiel Command, Alexandria, Virginia, directing the activities of the office of the commander. COL James Dwyer retired in 2002 after more than 26 years of distinguished service. He continues to serve, most recently as an Army civilian, Deputy G-3, US Army Materiel Command.
