Mr. William Melton

Mr. William Melton holds a Bachelor of Science degree from the University of Missouri and a Master’s degree in Mechanical Engineering from Texas A&M University. He began his 31-year federal service career in 1972 when he was hired at Picatinny Arsenal, New Jersey, as a Mechanical Engineer.

In 1975, he became the Chief of the Engineer and Operations Division for Lake City Army Ammunition Plant, Missouri, where he managed projects for modernization of small caliber ammunition production facilities, plant infrastructure, and conversion for new and improved product lines. He reviewed and approved all drawings for real property facilities which exceeded $200 million dollars. He managed the research & development, and the manufacturing methods and technology projects for the development of new small caliber items, product improvements, and manufacturing process & equipment improvements.

Mr. Melton culminated his career in 2000 when he was selected as the Deputy to the commander and Operations Officer for Lake City Army Ammunition Plant where he administered an Army industrial installation operating contract worth over $200 million dollars. He served as the Administrative Contracting Officer for all ammunition production and facilities management and continued to provide technical and management recommendations to U.S. Army Operations Support command at Rock Island Arsenal, Illinois. After September 11, 2001, he played a leading role in defining and executing the modernization requirements to the facility necessary to meet the increased demand for small caliber ammunition to successfully execute operations overseas. His efforts laid the groundwork to raise the production rate from 350 million cartridges per year in 2001 to 1.6 billion in 2014.

Mr. William Melton retired in 2003.
