LTC Thomas Bortner was commissioned as a Second Lieutenant in Armor following graduation from West Virginia University with a Bachelors of Science Degree in Business Administration. He also holds a Masters of Business Administration from the Florida Institute of Technology.
His duty assignments are varied and notable: Commander, 782nd Maintenance Battalion during Operation Desert Shield/Desert Storm, where he supported all equipment of the 15,000 Soldiers assigned to the 82d Airborne Division; Deputy Commander of a Security Assistance mission in Saudi Arabia, navigating the cultural and political challenges associated with a large Foreign Military Sales program; Systems Integrator, Office of the Deputy Chief of Staff for Operations, representing five discrete programs through two POM cycles and was at the time the only Systems Integrator with five programs; and his final assignment in the Office of the Deputy Chief of Staff for Logistics, serving as a key coordinator with the Depot Maintenance Enterprise while chairing the Depot Maintenance Strategic Plan Working Group, and was instrumental in developing and publishing the Depot Maintenance Strategic Plan.
LTC Bortner retired from active duty in 2001, then immediately went to work as a Senior and Principal Budget and Program Analyst in the Force Development Directorate, Deputy Chief of Staff for Programs (G8). In this latter role he was the primary action official for the Munitions Transformation Strategy, a framework and holistic approach to munitions management for the future.
