Mr. Gary F. Neuser was born on January 13th, 1955 in Syracuse, NY. He graduated from the United States Military Academy in 1978 receiving a Bachelor’s degree and went on to receive a Master’s degree in Human Resources Management from Pepperdine University in 1981.
Mr. Neuser contributed significantly to the advancement of the Ordnance Corps. The highlights of his career prove his dedication to promoting and securing the fundamental principles of the Ordnance Corps mission.
He served as the Director of the Tactical Support Equipment Department (TSED) in the U.S. Army Ordnance School for 13 years. During that time, he led and managed an annual student load over 3,000 students and an average daily student load of 375 Soldiers spread over 23 classes. Under Gary’s leadership, TSED was the first training department to Fort Gregg-Adams to implement Skills Based Training (SBT). Field feedback has shown that SBT has resulted in more technically proficient Soldiers with enhanced problem-solving skills and greater transfer of learning.
In August 2009, Mr. Neuser relocated the Ordnance School’s first training department from Aberdeen Proving Ground (APG), MD to Fort Gregg-Adams, VA as part of the 2005 Base Realignment and Closure. His leadership was instrumental in retaining 85% of his civilian work-force, allowing a seamless transition of departments operations and training during the move. He played an instrumental role in the design of TSED’s new 272,000 square foot training facility, valued at over $47,000,000. He flawlessly orchestrated a tactical pause in training at APG and relocated $18,000,000 of equipment and materiel to Fort Gregg-Adams. Thanks to his efforts, training resumed according to schedule, Soldiers were trained to standard, and there was no equipment damage or loss.
Mr. Neuser made notable strides in the integration of training technology into 91D, 91C, and 91J. An example is the 27 Emerson training devices he acquired for the 91C10 Utilities Equipment Repair Course, which were employed for training basic refrigeration operation and supported the EPA’s Section 608 certification program for stationary refrigeration equipment. Prior to acquiring these training devices, the 91C instructors used crude homemade work-stations to accomplish the training.
Mr. Neuser’s Ordnance Corps legacy is the Tactical Support Equipment Department (TSED) and the implementation of skills based training. During both the 2012 and 2015 TRADOC ac-accreditations, TSED was singled out for its high level of training, its instructional design and training technology innovations, and its involved leadership. The department’s success—then and now—can be attributed largely to Gary, whose vision and dedication created a solid foundation for future department directors.
Mr. Neuser retired on January 21, 2017.
