Mr. Peer began his
career with the Federal Government as a Student Trainee in 1980. His previous assignments include
Environmental Scientist, Environmental Protection Specialist, and Industrial Specialist. Mr. Peer is an
Arkansas native, and He graduated from the University of Arkansas – Pine Bluff with a Bachelor of Science
degree in Industrial Technology in 1981. He is Level II certified in the acquisition field of Production,
Quality, and Manufacturing, is Level I certified in Program Management, and is a member of the Army
Acquisition Corps. He has earned a Lean Six Sigma Green Belt and has completed numerous logistics,
leadership, and executive courses of study, most notably the Senior Executive Service Candidate Development
Training in Aug 2002.
Mr. Peer served in numerous positions of increasing responsibility throughout the Joint Munitions Command including serving as the Division Chief of Accountability and Storage where he was responsible for the storage, inventory, and accountability of Class V with property accountability of $28B worldwide. He was instrumental in developing the Supply Depot Operations assessment effort. This methodology provided the groundwork for identifying 52 processes for review at each depot, for the first time providing concrete metrics against which all depots were measured equally.
Mr. Peer served as the principal Army advisor to the Joint Ordnance Commanders Group Radio Frequency Identification (RFID) Subgroup. He recently identified operational impacts of transitioning to a Joint 2D bar code label. This allows all services and manufacturers to produce a universally accepted ammunition 2D barcode across the DoD and commercial enterprise. These efforts support all shipments in support of GWOT for visibility of materials.
Mr. Peer ended his career as a Supervisory Ammo Program Integration Specialist in the Materiel Management Operations Directorate. His duties included managing demilitarization to include unserviceable, excess, and obsolete assets, Ammunition Peculiar Equipment (APE), and the gage stockpile. Through his oversight and leadership, the Conventional Ammunition Demilitarization Program received $98,781,000 in FY15 funding; demilitarization of 35,319 tons of ammunition was purchased with this funding. In addition to FY15 funds, the organic demilitarization program received an additional $34.3M in reprogrammed funding to purchase an additional 20,279 tons of demilitarization resulting in an 11% reduction of the demilitarization stockpile in FY15.
Mr. Peer’s awards and decorations include The Army Civilian Service Commendation Medal (1OLC) and two Special Act Awards for his tireless work promoting Equal Employment Opportunity and minority college relations with the Command.
Mr. Peer retired in 2018.
