CW5 Arland W. Jackson

Chief Warrant Officer 5 (CW5) Arland W. JacksonChief Warrant Officer 5 (CW5) Arland W. Jackson’s distinguished warrant officer career began in 1995 when he was appointed an Electronic Systems Maintenance Technician after completing enlisted service as a Telecommunications Terminal Device Repairer.

His initial warrant officer assignment was with the 35th Signal Brigade (Airborne) at Fort Bragg, North Carolina as the Electronic Systems Maintenance Technician for the 514th Signal Company where his expertise resulted in the AN/TRC-170, Tropospheric Scatter Microwave Radio Terminal routinely exceeding 90% readiness rate, surpassing the DA goal of 85%.

In 2002, Chief Jackson was assigned to the 2d Battalion, 502d Aviation Regiment in Mannheim, Germany. During this assignment, his avionics maintenance shop completed more than 2,500 work requests supporting U.S. Army Europe aviation assets while maintaining an over 90-day backlog of less than 1%. He also streamlined operations within his shop, helping his unit become one of the first Army organizations to be recognized for achieving an ISO 9001-2000 certification.

In 2005, Chief Jackson deployed with the 22d Signal Brigade during Operation Iraqi Freedom where he oversaw electronic maintenance activities for more than 400 signal systems providing tactical communications throughout the theater of operations.

In 2011, CW5 Jackson further distinguished himself and the Ordnance Corps by becoming the first Senior Electronic Maintenance Warrant Officer to be selected for a branch-immaterial assignment in Headquarters, Department of the Army, Deputy Chief of Staff G-1 as a personnel policy integrator. During this assignment, he oversaw promotion, recruitment, and other personnel policies affecting more than 16,000 Active Component warrant officers and was responsible for propagating the Secretary of the Army’s guidance for officer promotion, and special selection boards.

CW5 Jackson culminated his storied career as a senior policy analyst on the Army Talent Management Task Force in 2016 where he authored several legislative proposals that eliminated barriers to the Army’s approach to acquire, develop, employ and retain a professional warrant officer force across the Active and Reserve Components.

CW5 Jackson’s award and decorations include the Legion of Merit, the Bronze Star Medal, the Meritorious Service Medal, and numerous lesser awards and decorations. In addition, he was awarded the Master Parachutist Badge and Army Staff Identification Badge. CW5 Jackson retired in October 2017.
