Ms. Lucinda Lenger

Ms. Lucinda (Cindy) Lenger is exceptionally deserving of induction into the Ordnance Corps Hall of Fame for her 32 years of dedicated service managing and distributing munitions for the Army and joint forces. Lenger’s expertise was instrumental in developing and implementing the Centralized Ammunition Management (CAM) system, revolutionizing ammunition logistics across the Army and enhancing support to joint agencies.

Lenger applied a comprehensive understanding of the ammunition lifecycle – from acquisition and production to inventory control and transportation – to establish CAM throughout CONUS. This streamlined process improved customer service, reduced delivery times for training ammunition, and enabled JMC depots to consolidate loads, significantly lowering transportation and logistics costs while maintaining warfighter readiness. Her leadership ensured munitions were delivered to over 85 Army installations and supported all Army COCOM and service requirements worldwide, managing over 22,000 transportation control numbers annually.

A key architect of the Army’s logistics transformation, Lenger led the transition of Ammunition Supply Points (ASPs) from IMCOM to AMC in 2012, establishing a framework for enhanced collaboration and streamlined communications. She also spearheaded the Integrated Logistics Strategy (ILS) and Enhanced-ILS, defining how JMC positioned ammunition based on recurring training requirements, optimizing depot workload and contingency responsiveness.

Lenger’s collaborative approach extended to the Marine Corps, successfully realigning USMC strategic storage plans through inter-service stock swaps, dramatically increasing Marine Corps stocks at Letterkenny Munitions Center. Furthermore, she ensured readiness for critical initiatives like the Immediate Response Force and Quick Reaction Force, proactively adjusting account codes and shipping directives to guarantee stock availability.

Lenger consistently prioritized training and readiness, providing critical ammunition support to the National Training Center and Joint Readiness Training Center, and developing innovative direct-to-BCT delivery models recognized by the Army Materiel Command. Her dedication to deployability also supported AMC’s “Set the Pen” initiative, ensuring ammunition assets were readily available for national priorities. Ms. Lenger retired in 2019, leaving a legacy of innovative solutions and improved logistical capabilities that continue to benefit the Army today.
